It is made of silicone and not terrible hard plastic. I prefer the Soft version (there's a "Regular" as well) as I can work with it more easily to conform to my head.
I also am a huge fan of using a scalp scaler, my favorite is Uka Deep & Light. You can use something like this in conjunction with oil treatments.
