My favorite lights to date are my Koval. Bright enough and a good spectrum for live plants- even in my 65g high. I started with one for my 40 breeder and then bought more when I set up the 65. And best of all, besides durability and performance, was the great price.

Your substrate is easy. Here is a step by step. He has a whole series. This is the 'build' part. It would be good to watch them all. Here is the intro.

All of my tanks are set up this way. Some for years.

The only difference is that I put my soil in a five gallon bucket and keep putting water in and slowly pouring it off to get out the floaties and small particles. So it goes in as mud, basically, then gets capped with the sand/small gravel.

Also I have Malaysian trumpet snails in every tank to oxygenate the soil/substrate. That way I can do a full inch of soil with a 2 inch sand/gravel cap on top. My 5 year old 29. The 65 And the kids 40

Nicrew makes good lights, but I'd caution against them for you because of your tank dimensions. You'd end up having to use an 18 inch light on a 24 inch long tank because the next size up is 30 inches. It works, but because the light is much shorter than the width of the tank you're not going to get the bright look you want.
