Duct Strap, Hanger Strap, Plumbers tape. It goes by many names, but roughly the same thing. You can get it in plastic or metal for pretty cheap. I always have a roll or two on hand.

To divide the area between my porch and my neighbor's porch I installed a plant trellis.

Basically, using cheap emt conduit a few connectors, and nylon trellis, I was able to construct a trellis that plants could easily grow on. I grow hops, peas, and achocha on it. It doesn't create total privacy, but it allows me to grow some useful edibles for 2/3rds of the year. The plants are grown in large pots (20 gallon). I secured the whole trellis to rails using plumbers tape and a couple screws and bolts.

The trellis system is cheap, the potted plants, pots, and soil is where it will get expensive. So, if you want to invest in gardening or growing your own food, this is a good start.
