With what you have here, you can't.
Theoretically, you probably could measure how much time it would take to heat that water up to 80C, but you would need to know how powerful your cooker is, what's the contact area between the saucepan and the cooker, what metal is it made from (some metals give heat off better than others), what's the atmospheric pressure and a whole bunch of other variables.
Just get a multimeter, this one can measure the temperature.
Alternatively, boil the water and let it stand for a couple minutes.
