Correct! I'm actually looking at my Latin America history book right now. Interesting enough according to my text:

[The US soldiers were] released with a few hours, along with an official apology. But the United States refused to let the small incident go so easily, instead demanding that the Mexicans hoist the U.S. flag and give a twenty-one-gun salute. The Mexican government reluctantly agreed, but said the U.S. officials should then salute the Mexican flag, which Wilson saw as tantamount to recognition of Huerta's government. Before they could resolve the matter, the United States received word that a German ship was bringing weapons to Huerta. U.S naval force were ordered to occupy Veracruz, where they prevented the Germans from landing, controlled the customs house, and killed hundreds of civilians.
