I bought my first vibrator last year and went with LELO Gigi. Pretty affordable, good for both clitoral stimulation and penetration. My SO is pretty into using it for clitoral stimulation during sex. There's apparently a Gigi2 out now, so you can get the Gigi1 for pretty cheap. My lady bits are also pretty small so this vibrator is a comfortable size.

I would definitely recommend silicone or glass for a first timer. No odor, super body-safe, long lasting etc. This, this, or this (Ugh, I know it's Twilight-related, but it's got great reviews). I've always been more into indirect clit stimulation so my Lelos were generally purchased for penetration and G-spot stimulation, the exception being the Gigi 2, which is how I got my first direct clit orgasm. The flat head thing at the end is the perfect shape, the silicon isn't uncomfortable or "alien," and there's a great selection of vibrations, I was able to start low and work my way up once I realized I could have direct clit orgasms. I can only imagine what it would do for someone that regularly gets off on clit stimulation.

There's lots of other Lelo products that are specifically for clit stimulation and most of them have good reviews.
