If it's just for general use, the Lenovo B590 would be a good choice if you're stuck with using Windows 7. It's still got an i3. There are cheaper versions if you want to kick the price down further and don't think he will do anything remotely CPU intensive.
Try something like this maybe? If I needed a computer just for a netflix/porno box, this is probably what I'd get. Should be strong enough to stream

Intel Core i3-3110M 2.4 GHz Processor (about 3/4 the performance of Fx-4100 which is a desktop CPU, so honestly pretty decent for a cheap laptop, way more than enough for streaming)

Also this laptop has bluetooth 4.0, HDMI for watching the game on big TV, media card reader thing for cameras or whatever. All the things a non-gaming normal person wants. In all fairness, you could probably run some basic games or turn based games on this like maybe Civ V with some graphics settings on low/medium or something.
user /u/construktz have probably suggested the best laptop you can buy for that budget.
However, I will suggest those two: Lenovo B590 and
Toshiba Satellite C55-A5245
They are both 1 generation older, but if the gym manager isn't that tech savvy, A PC that comes with windows 7 is probably better.
