What you are describing sounds uncannily similar to what Edward Bellamy described back in 1887. Not exactly my favorite book considering he basically spells out his socialist system in a way most 5th graders would find condescending, but it was highly influential at the time of its publication. It's a quick read if you're interested in the topic and have a free evening.
