Find a belt that fits your waist comfortably. Get your scabbard and attach two straps (you could cut these from another belt, clog, whatever)-- one around the scabbard, a bit below the mouth, and one folded into a loop attached at 90 degrees to the first strap, on the back side of the scabbard. You should end up with a loop sticking up behind the hilt of the sword. Doesn't need to be a really big loop, just big enough to get the waist belt through. Put the waist belt through it, belt it around your waist, and adjust where the loop sits along the belt so the sword hangs at your hip.

ETA: Like so. If you get the size right, you can make the part around the sheath a solid loop and skip the lacing.
