They're made from Brass, not chromed steel. They just have a chrome plating on them, either in a Silver or Brass colored finish.

A set of chimes runs about 3K - 6K depending on the model. I'm sorry, but you use the one we got, you don't get to pick.

Timbre is changed by the Mallet. The classic Mallet is Rawhide, but they're also made i Rubber and other Synthetic materials. Some Mallets are double-headed so you get a bright sound on one side, flip it around and get a mellower tone.

I'm sure other materials can be used, but they won't give the same sound or properties and people would just think of them as another percussion instrument. Remember that the point of Tubular "Bells" was to reproduce the sound of Church Bells so they needed to sound as similar to them as possible. Making them sound like anything else kind of defeats the purpose.

At this point it'd be cheaper for most people to call up a patch in a synth and use it if they wanted a different tone than what their set provided (even if they had a set) rather than seek out some rare Illudium Pu-36 set - or experiment with making a set out of something else - it's costly, time-consuming, and not really the demand to make it marketable.

That said, there are plenty of Tuned wind chimes:

Obviously they need to be a bit lighter, but durable, and are made of things like aluminum, stainless steel, and so on.

I made a set out of Black Iron pipe you can cut to length at a hardware store.

So it's possible, but it would be like trying to convince a school band to buy a Marimba made out of Pine, or Cymbals made out of tin. They just don't produce the sound that they want.

Which of course works great for the people making and selling these things ;-)
