Using your hands is fine if you apply friction. Good enough for your scalp good enough for your feet.

There are a lot of exfoliating tools out there like pumice stones and bristle brushes. I use an abrasive lofah strip thing (https://www.amazon.com/Natural-Loofah-Strips-Exfoliating-Rubbing/dp/B0771P3D1C) even for my feet.

Generally with exfoliating stuff though I have to dial back the scrubbing by a lot. They're really effective so I have to be gentle.
