ok... well that's not exactly the best starting point for a passive pc honestly because you need airflow to not have the vrms overheat because they are getting zero airflow, you at least need a couple of Noctua ULN fans in there so there is some kind of airflow.

As for the GPU, if he isn't gaming then just go with the cheapest passive gpu tbh. Semi fanless don't exist below like $150+
