It should be fine, I've heard that people do hear the fan a bit more with this one over the L12. BTW here is the L12s on Amazon

What case? The Noctua NH-C14S is a pretty good low profile air cooler, though it needs the NM-AM4 kit for a Ryzen. You can mount the fan under the heatsink if your board layout doesn't have the RAM too close to the CPU, which would result in a 115mm height, or you can mount the fan on top of the heatsink, which would result in a 142mm height. If you need something even lower profile (eg - book PC style), the Noctua NH-L12S is just 70mm tall, though it's more likely to work on a Thin ITX board that uses flush-mounted SODIMMs than a regular board since if the RAM is anywhere close to it, you won't have any clearance. I wouldn't recommend the NH-L12S unless you really need that low profile of a cooler, since its performance is nowhere close to the NH-C14S.

Well for mobo's I like Asrock. The quality/price value is hard to beat.

Noctua fans are the best imo, but pricey. SF600 for psu.

L12S for cpu cooler, but you'll need to bend it for it to fit, not sure if you're comfortable doing that. If not there are some other options like the L9i and C7G, but they won't cool as well as the L12S.

If you already have a 2080 then getting a 2070 super is pointless. The 2080 should fit in the Ghost S1, but check measurements.

Yeah, my old Mobo was bottlenecking my ram quite a bit, speeds should go up over 1500 MHz with the new one.The ram I currently have already is DDR4 (bought it while keeping in mind I'd be upgrading mobo less than a year later).

I ended up getting a Gigabyte Z390 M Gaming motherboard with an Intel Core i7-9700k 3.6GHz 8-Core processor.

Since it didn't come with a cooler, I also got a Noctua NH-L12S CPU cooler.

Mobo is the same size as my old one (just to be doubly sure it will fit in my case), and the cooler is a smaller air cooler that will fit in my case.

I'm hoping to see noticable performance improvements after I install these next week.

I'd go for the "Down-Draft"/"Top-Flow" CPU Coolers as they also cool down the RAM and VRM. If you want airflow, they are much better than AIOs in my opinion. Kinda like This or This-2 or This-3. All three are AM4 ready by the way. The Scythe might need a bracket that Newegg will automatically send you but the other two come AM4 ready out-of-the-box.
