This was the book we used for my grad level optimization class. I thought it was pretty good, but I don't deal with optimization problems, so I don't have a lot to compare to.

It teaches theory, and has examples of how to apply some techniques in simple cases, but it isn't going to be a step by step guide on how to perform a topographical optimization.
