Philips had a line of incandescents for a while that used a similar concept-- the filament was encased in a small glass capsule in the bulb to capture some of the heat normally lost. Their best weren't this efficient, though, beating normal incandescents by about 30% but not reaching the efficiency of CFL or LED.

It's great to see that the idea isn't dead, and is being refined into something that can actually compete-- more options is better!
