That image is gen 3.0, but 3.1 didn’t add any user-facing differences. Just a different/cheaper build material in the screw.

You can tell because the screw has a black ring, not white of 3.1 such as these:

I highly recommend the Philips Hue bulbs as they are extremely reliable. If you do not care about colors, you can get a white starter kit on Amazon for $43.72 shipped. Additional bulbs can be picked up at Best Buy for $14.99.

I was a little skeptical of the kit price (the 2nd gen bridge alone is $59.99!), so I did a little research on the model number; it definitely seems to be a 2nd gen bridge, but the "A19 kit" itself (model #455287) looks to be discontinued by the manufacturer, and was re-released as the "E26 kit."

As for WeMo, I haven't had a lot of problems with mine. I currently have an Insight Switch, a Switch, and a Maker. I cannot deny that WeMo is a really good place to start being that they do not require a hub.
