I think most people use the term "the Holocaust" to refer both to the destruction of Jews and to the entirety of Nazi mass murder, just as you say. Interchangeable.
There has been a lot of discussion elsewhere about what "the Holocaust" means, and that's where it gets complicated. This was an issue when the Holocaust museum in Washington DC was made, for example. Check out how their website describes it. The museum uses "the Holocaust" to refer to the destruction of Jews, and goes on to mention that the Nazis targeted other groups during this period as well—thus a distinction between the Holocaust and Nazi mass murder in general. I am not sure of any controversy with definitions at Yad Vashem, but they describe it similarly.
There's a great book on how the United States Holocaust Museum came to be. The difficulty with definitions gets some explanation in the book, and it's worth reading regardless, if you dig that sort of thing.
