This is quite the under-taking, so I'll just list the presidents from which I am familiar with the historical literature. In order to guarantee that you get an analytically thorough understanding of each president, I'll avoid "pop" histories (thus, nothing by David McCullough) in favor of more analytically driven, yet still well written, histories. I will still incorporate some books from non-academic publishers, however. First off, the best place to start would probably be the University of Kansas's American Presidency Series (note that this is different from the American Presidents Series, which is done from NY Times books. Always be sure to check the publisher). This series is great for getting a good understanding of what historians in general have written about each respective president; however, the series only focuses on the presidency, which is more constrained than what you're looking for. I'll just go in sequential order based on when the individual was president.

President Reagan - The Role of a Lifetime by Lou Cannon is worth reading.

I read a lot of political memoirs. It's worth reading several books on whatever administration you're interested in. Frequently, you'll find that more than one person who was in meeting X later writes a book including their account. You get some nice balance that way. Also, the good stuff starts coming out from mid-level aides shortly after President Whoever leaves office. Publishers will pay a premium for even a couple pages of good, current dirt.

Also, it's weirdly reassuring. I stopped worrying about secret cabals running the world after I started reading White House memoirs. They're uniformly a bunch of ass clowns.

For pro-Reagan, I would say either President Reagan: The Role of a Lifetime or The Greatest Communicator. Sleepwalking Through History is a good version of the other side. Also, The Politically Incorrect Guide to American History and A People's History of the United States have good sections on pro- and anti- Reagan Administration.
