It is not true that dyslexia is primarily a dysfunction of horizontal sequencing. There is usually underlying difficulty with various phonological awareness type tasks (identifying rhymes, segmenting a word into phonological units like syllables or phonemes, etc.). Associating speech sounds with letters is obviously difficult if a speaker cannot easily segment a word into speech sounds.

I think it is still an open question how orthography and orthographic depth relate to dyslexia, and there are books and articles out there on this topic
