I've tried several cheap Traveler's Journals like the one you posted and none of them worked well with fountain pens. That's not to say that none of them will ever work with fountain pens, I'm just done looking for cheap ones. The Midori Traveler's Notebook, outside what you want to pay, has been perfect.
You could try a cheap cover but pay more for nice paper inserts or make your own. HP Premium Choice Laser Paper 32 pound works very well with fountain pens and is cheap, something you can use to make your own inserts.
I have a few ZLYC Traveler's Notebooks, but there were three problems with it that I didn't like. The paper wasn't very fountain pen friendly, the leather was a little flimsy, and the orange stretchy cords used to hold it together were too thick preventing the inserts from laying down nicely to write on. Replace the elastic and you have a decent cheap notebook. The inserts didn't work very well with the medium nibs I often use, it would feather and bleed, but generally not much show through. With some of the more well-behaved inks and a fine nib, it worked well. Noodler's X-Feather works nicely with something like a Pilot Metropolitan fine nib.
