My dad is Armenian too and I have this same problem! I've tried everything, shaving, waxing, plucking, the spring thing mentioned below, even two separate rounds (each 1 year) of laser hair removal. The thing that works best is indeed my epilator! I have this one and it doesn't hurt on my jawline or neck at all, just around my lips. I would say try yours before going and buying anything else. I use it at least every other night, but usually every night because I don't want anyone to see even the smallest amount of hair. But yeah it's been life changing.!!

IF your wife can withstand the pain/discomfort, I'd highly recommend investing in an epilator, e.g. Remington's Wet/Dry Face and Body epilator. It'll hurt the first time, nothing atrocious but rather quite uncomfortable, especially in certain areas (e.g. back of legs). After a while, it's just mildly uncomfortable and a lot of people, including me, have found that the hair grows back thinner and is less noticeable. The facial epilator is especially useful for areas like sideburns, neck/chin, but the hair has to be of a certain length for it to work (> 5mm or so).
