Maybe try looking for a Seiko Presage . A little bit over budget but it has the blue hands, a SS case and bracelet, baton indices, and really is a fantastic watch. I know you'd rather have a quartz but still... Just look at that exhibition case back...

You said you like the dark strap on that Roger Dubuis, so keep in mind that you can swap out the bracelet for a leather strap that you like.
The Orient Bambino is a frequent recommendation that meets your desires. Also take a look at the Hamilton Jazzmaster series. (That gorgeous dial!)
Edit: another common recommendation is the Seiko SARB series. I like the one with the blue hands. It comes on a stainless steel bracelet, but would look great on a leather strap as well.
Also, all of these recommendations are automatics (self-winding). I see that the Seiko you linked is a Quartz (battery driven), so let me know if that's something you prefer.

Seiko has too many options to post. Seiko, Hamilton are great entry level autos. Only two brands I looked through.
The closest to that dial is obviously the SARB065, but that's typically closer to $400. There's this SARY055 for $287 right now which has a kind of similar general aesthetic.

I really like the look of the SARB033 (again with the open back). Have you heard good things about the SARY055 as well? I really like the white face and blue hands, model looks almost the same as far as I can tell?
