Well, GW has nothing like that the closest would be tree men but I'm pretty sure that head isnt bigger than normal.
Do you want it to be like a monster? Because if you just want a human female head of a slightly bigger scale, you can always go look for model kit figures. 1:48 scale might work, as 28mm herioc is 1:56 - 1:60. I know they make all kinds of weird embarrassing basement dweller stuff like nazi babes and cheese cake barbarians. Their heads might work, if you burn the bodies and never tell anyone where you got it. The problem is of scale and cost.
Do you happen to have a 6 inch star wars action figure? Is that head to big? The details will suck, but the women characters never sell as well, so they are famously cheap.
