I bought [this](
http://www.amazon.com/SteelSeries-Professional-Gaming-Mouse-Black/dp/B002J9G5AE/ref=sr_1_1?s=electronics&ie=UTF8&qid=1462754754&sr=1-1&keywords=steel+series+4hd) mouse pad two and a half years ago and have had zero problems with it. It's even had water on it twice (cats) and it held it's shape and didn't warp in any way.
If, like me, you prefer a hard mouse pad instead of a cloth one... this one is good: https://www.amazon.com/SteelSeries-4HD-Professional-Gaming-Mouse/dp/B002J9G5AE/
Amazon shows that as a cloth mousepad? I was looking for a hard (plastic or metal like) pad. Never found a wide one.

Something I've learned after playing this for two years:
Good luck out there.
I have a SteelSeries hard mousepad that Id sell for $15 (or $10+ shipping, whatever that'd be). I'm 99% sure it's this 4HD Professional model but I won't be able to give you specifics on the model until I get home (~1.5hr).
A link to the 4HD for any lazy people! I use this pad and it's really great. It's smooth and any time I get something on it I just wipe/wash it off and it's good to go!
I used to have a SteelSeries QcK and never figured out why cloth mousepads are a thing again. It felt marginally better than the cloth mousepads I had in the 90s.
I switched to a SteelSeries 4HD: http://www.amazon.com/SteelSeries-Professional-Gaming-Mouse-Black/dp/B002J9G5AE/
It's hard plastic but it's much more slick than the cloth pad. I like it much more than the cloth one. I use a Logitech g602 mouse.

That's the one I have. Doesn't hit the price target that well, but given how long this will last compared to a fabric pad, it's worth it IMO.
Just bought this, no complaints. Very high quality and works great for gaming
I googled what you mean and I do have the "Enhance pointer precision" box checked in Windows 7's Mouse settings. In the game itself, Raw Input is set to true in the settings.
As for my surface I use a SteelSeries 4HD Professional Gaming Mouse Pad. I used to have a Razer cloth pad but in the humid months it would get sticky and my mouse wouldn't move across it as well so I went to plastic and it glides really easy.
Sometimes it fucks me when I'm going for a really precise headshot for someone behind cover but most of the time it lets me whip around and hit people while hipfiring so it seems to work for me.
I do have my dpi/sensitivity set fairly high. I like to be able to move around with minimal physical movement as lazy as that sounds.
I should've asked this question years ago, but I'm just wondering if there's any reason for this:
I have a CM Storm Sentinel Advance II laser sensor mouse that just could not function/track on any neoprene/cloth mousepad. I had a neoprene pad that covered the length of the keyboard + mouse, but I had to switch to a SteelSeries 4HD Gaming Pad that is a hard plastic composition for the mouse to work. I've been using that plastic pad since then but I would like to switch back to a large neoprene pad since it's summer and hand/forearm sweat makes it hard to move the mouse around on a plastic pad.
My research says that laser sensors should work on any surface but my mouse didn't work until I switched to my current pad. Is my mouse defective? I'd like to switch pads without switching my mouse, but will ultimately make that change if I have to.

I've owned my 4HD from steel series for over 6 years and it is amazing.
I really like the SS 4HD mousepad: https://www.amazon.com/SteelSeries-Professional-Gaming-Mouse-Black/dp/B002J9G5AE/ref=sr_1_1?s=pc&ie=UTF8&qid=1480193544&sr=1-1&keywords=steelseries+hard+mousepad
This is the one I use and I absolutely love it.
Its my mousepad from steelseries
For those that game on their PC, these two simple items will make a world of difference:
High DPI gaming mouse http://www.amazon.ca/dp/B00AAQRNQ8/ref=cm_sw_r_udp_awd_qjmYtb1MTCV3X
And a mat to get the best out of your mouse http://www.amazon.ca/dp/B002J9G5AE/ref=cm_sw_r_udp_awd_ohmYtb182T30D
You'd be surprised how much difference they make.
This is a little smaller than the Monoprice pad you linked. Honestly $20 isn't a lot for a good mouse pad that should last you for quite awhile.
Or if you really want a tread pattern and are made of money for mouse pads
http://www.amazon.com/SteelSeries-Professional-Gaming-Mouse-Black/dp/B002J9G5AE/ref=pd_sim_147_17?ie=UTF8&dpID=41n0lW295pL&dpSrc=sims&preST=_AC_UL160_SR160%2C160_&refRID=12R6QMNQXGCZYZX37AHW
Can't recommend it at all. Material felt cheap and it didn't last long.

This one is pretty nice. You won't be using the wrist rest anyway (restricts movement) that you'd get with the other one, so all in all you save money and get a more responsive mousepad that will last you longer.
If he doesn't already have them, premium peripherals are way cool. I use one of these. (upper end of your price range)
It's a transcendental experience when paired with a quality hard mouse surface (low end of your price range)
