This is actually all digital, done in procreate on the iPad Pro:
I built a custom tones paper texture, and I use a combination of the “technical pen” brush and the “finepoint pen” brush for the line work. For the washes I use different combinations of the “water” brushes on an overlay layer at 50% opacity
When I do this sort of thing on paper I use these pens:
