It is actually hard to say unless the listing specifies it. Once you buy them it is easy to tell since the PCB's are black instead of green.

Amazon allows multiple people to list the same item. So everything that I sell uses low power SDR's but someone else using the same listing could sell a discount SDR in it's place. I add a condition note to my SDR/Antenna bundles to say that they are low power SDR's.

My kits (Shameless Plug) come with them as well.
