First off, in this situation the #1 thing What Not To Wear taught me is that you have to go through and get rid of all the fugly old "comfortable" things and replace them, otherwise she will never stop wearing them. That's not to say replace them with uncomfortable things, but just update the look of things. Example: old sweatpants get replaced with cute yoga pants, baggy sweaters & sweatshirts with fitted ones, clunky sneakers with Pumas.

The Target clearance rack is your friend. I have found all kinds of cute, fun, cheap tops there.

I personally like this style of flats, because it's cute almost like a ballet flat but sportier/tougher.

Get leggings to wear under skirts, if she's worried about that. Skirts look most attractive just around knee-length [just above or just below], as well as being conservative-but-not-frumpy. It's also highly unlike she'll be flashing anyone with a knee-or-below length skirt.

Stock the closet with mostly neutral colours [black, beige, navy, white/cream, grey], especially for bottoms, sweaters/blazers/jackets/cardigans & shoes, to mix-and-match easier, with a few pops of colour in tops & accessories. Keep some basic Ts, camis, & blouses in neutrals, tho, too.

Consider watching some episodes of What Not To Wear together [BBC version is better, but the US one is OK, too]. Encourage her to clean out her closet & donate it to charity. Look for this book, Style Clinic, at your local library. Lucky also occasionally does these A Month of Outfits spreads which can give you an idea of how to mix-and-match things. (They do too many heels-and-skirts, but the fact that you see a few items layered in a bunch of different ways can be helpful--they also have a breakdown of all the items they used at the end.)

Most fashion advice will be skirt-and-heels driven, but if you can get her to look past that there are plenty of ways to look great in jeans, blouse, blazer, & ballet flats, or trousers, sweater & boots...
