Happy birthday! How old are you going to be? I am turning 30 on the same day.

I have no clue how to construct the crystal but this could be useful in making it glow.

That is such a great costume! I will go with EL wire (the battery thingy can be hidden in the "gem") for the tubing, maybe wrap it around some celofan to make it glow in a more uniform way and add bulk to the "tube". The staff itself can be made out of a curtain rod (there are cheaper alternatives).
Just spray paint to match your color, wrap the wire around the staff and voila!

Now the tricky part... I suggest cutting and hot-gluing transparent tapper ware and covering it up with this. It may look weird at first but for the light up effect you can either wrap the EL wire in there or get a couple of these or similar items and just hot glue them; look for battery powered lights!!

Now the casing on the other hand is tricky.. I think you could cut up your tapperware in a way that you only cut the empty panels as in photo #2. Use those panels for the gem, and use the remaining plastic to paint it the same tone as the staff and drill a hole underneath it and hot glue it. The details themselves can be made with aluminum foil or the plastic itself, just remember to match your paint color!!

Is that a good rough guide? I am not a very good cosplayer but I have made an iron man arc reactor (mark I) for the avengers movie and a full bane costume (all from scratch) for TDKR. [I was not allowed in the movie unless I removed the mask, the release in my home country was a week later than U.S.)

You could go as an Ood, pretty easily:

  1. pick up some dark blue scrubs for cheap at a scrubs store (you could find one near a hospital) or order online
  2. get a skin-ish-colored beanie online and sew (or safety pin) a chin-strap from it
  3. get some pillow-stuff foam and cut it into curly tentacles... maybe? And cover it in red fabric, or spray/paint red, or maybe you could use red rubber bungee and cut it up, etc... somehow make some tentacles and sew it onto the chip part
  4. Make a paper ball lantern, and put one of these inside, and connect underneath your tentacleys with... something you could probably find at a fabric store (??)

    Clearly this is more complicated than I thought. Weeping angel would be muuuch easier. Alternatively, order gas mask on amazon or halloween store, dress in old-timey nurse outfit, fake blood on your hand, walk around asking people if they're your mummy. Punch through walls. Of course, then you'll have to wear a gas mask all night.
