When I'm outside in the blazing sun for 12 hr days, these are the only two alcohol free/everything proof sunblocks I can rely on-

A face scrub (sounds like it has charcoal?) every morning is probably too harsh, and could be causing your skin to produce more oil.
My skin does better if I only cleanse and moisturize at night, and just put on sunscreen in the morning. This sunscreen is mattifying (and very cosmetically elegant) - https://www.amazon.com/Sunkiller-Isehan-Perfect-Strong-Plus/dp/B00RWMETXI/
Everyone's different though - r/skincareaddiction has a ton of different ideas for your situation.
