You can have a similar look, yes. These are not her natural curls. She used to be on E.R and her curls were way tighter. There are a few techniques to achieve this look. There are a lot of videos on youtube on how to style it. I wouldn't do too many layers, just maybe a shorter layer at the crown. Do you have a diffuser? Most of this look is styling, a haircut will only give you a shape, and aid slightly with how you choose to style it. Good luck!
