I don't know about the present day, but in the Renaissance lesbians were more or less overlooked when it came to law, though it was certainly taboo. The definition of sex was very specific and required penetration, so people had the idea that girls just couldn't do anything "real" at all. Anyone caught would be punished, but not usually particularly harshly.

Interestingly, the stigma against homosexuality in the Renaissance had very little to do with gender (although that was the official reason), and more to do with gender roles. It actually tied into transgenderism in an interesting way. Women, even women who wore strap-ons, were sort of seen as a joke. It was understandable why they would want to be the "superior" sex, so their punishment would be less. It was only when a man acted like a woman (especially in the context of being the penetratee) that it was considered extremely bad.

Yep. There's an interesting (if you like that kind of thing) historical work on the anti-gay laws in Renaissance Venice, and they were quite explicit about their reasoning:

God was likely to nuke them if they didn't kill teh gays.
