Many of CJ Cherryh's plots involve power skirmishes and machinations of various factions. Downbelow Station, Cyteen, and the whole Foreigner series.
Frank Herbert's other works usually involve political maneuvers as well. The WorShip series (Destination Void), and one of my favorites, The Dosadi Experiment.
I'm also going to throw Iain Banks' SF books in here. His Culture series involves a vast post-scarcity interstellar society, and all the plots involve complicated interactions with other interstellar societies. Best place to start is Player of Games.
