Loan level data with that kind of personal information isn't available, and the Fed wouldn't have it, mortgage servicers direct payments from the borrowers to the mortgage security holders. The owners of agency mortgage bonds secured by Fannie, Freddie, or Ginnie Mae can't actually get personal info on who is paying into their mortgage bonds, just general information like geographic location, loan size, the coupon of the mortgage, etc.
