"New World Order" was a common thing for quite a while. Bush wasn't the one that coined the term by a long shot. In some academic circles it wasn't nearly as deamonized 40 years ago as it is today.

NWO theory got it's crack pot label due to the work of the 'John Birch Society' to popularize the notion that there exists a concerted effort, ie illuminati conspiracy, to undermine national sovereignty for the purposes of establishing a international governance.

It's weird that Bush would use such a term, but international regulation is more or less what he meant. Nowadays USA works to undermine sovereignty of many countries for the sake of international order. Drone assassination programs, regime change, etc.
