What makes this viewpoint idiosyncratic? Why would you or anyone believe that rights are only granted by governments?

I suggest Hassan's discussion in this book. He basically argues that if rights could be granted by governments, then they could also be taken by the same government. Your right to life, liberty, vote, etc. aren't really your rights if a government can take them away. As it stands, governments do violate some rights while protecting others, but they cannot grant or remove them.
