That budget will get you some pretty amazing lights, we should be able to find you something really good for far less though. A bit more info would be good though, is this a light for close-up tasks like walking down a trail or working on equipment, or searching for something like a downed animal at a distance? We would generally recommend one light for each, a handheld for distance and a headlamp/right angle for working on stuff. As he is unlikely to have a charger, I’m going to recommend lithium ion powered lights with onboard USB charging. (Disposable alkaline cells don’t have nearly the energy density to power modern flashlights, and tend to leak and destroy them.)

For a good mix of flood and throw, illuminating a good distance but also giving a nice wide beam, I’ll recommend a Thrunite TC 20. It comes with a battery and has onboard charging, at less than a quarter of your budget.

You might want to add on a headlamp for close in work. These have identical user interfaces, and use the same charging cables, though different size batteries if you were wanting spares. The combination of these two, or just the handheld alone would be a great setup to have for hunting. Let me know if you want advice on extra batteries and a charger.
