If you care about Splinter Cell, this is cheaper than a used copy.

Some of these are the same price/cheaper on Amazon for a physical copy. Digital titles aren't often on sale, though, so if you prefer digital, it's a good deal.

I don't believe there are any plans for any more MGS games.
As far as stealth games on the 3DS, there is Tom Clancy Splinter Cell 3D and I believe Batman Arkham Origins Blackgate has some stealth elements. Based on the reviews, the games are average but they're are very cheap now.
