I'm running League about 50-90fps consistently, no vsync, all low settings, highest resolution (1366x768) on this laptop I purchased two years ago. I can use medium settings and still get 40-60fps.
What I can recommend while you're searching is that find 4GB+ of RAM, Intel HD Graphics 5000 (or higher, you can wiki Intel HD Graphics) (3000 is the version I'm using, the newer version is significantly better I've heard) and a decent clock speed on the processor (i5+ preferably, probably somewhere above or around 2.2Ghz)
Dedicated graphics card on a laptop gets a little annoying in my opinion. I've had troubles in the past trying to find updates for dedicated graphics cards; both ATI and Nvidia seem to not really support them with good driver updates.
