You seem to need a grounding in the precolonial history of Australia, while indigenous Australians were not at a technological level equal to colonial settlers they had certainly started moving beyond hunter-gatherer tribes.

The main inhibition to technological development was that they had not experienced a metal revolution, and so were still very much working with stone and wooden tools.
