I got you. This happened to me after a late night intoxicated shower/self tan application. It looked amazing on my legs but streaked all over my hands. I forgot to wash it off before going to bed. I looked like a tie dye cheetah.
Mix 1:1 ratio of baking soda + dish soap and stir into a paste.
Scrub the paste into the skin with a loofah/nail brush. Mine looked like this one but any friction will do:

The really stubborn streaks took a little extra scrubbing but I completely removed the Loving Tan extra dark from my hands after an overnight set.
Use a nail brush.

One of these nail brushes, gets all of it, also great for paint and any other nastiness you get your hands on.
To clean under your nails, you need the nail brush that has the sideways row of extra stiff bristles, like this one for instance: https://www.amazon.com/dp/B000JLFFGE/ If it doesn't have that, it's only good for cleaning the nail surface and cuticles/nailbed. For some reason it can be hard to find the type I linked in stores.
