There's actually a fairly interesting reason for these kinds of things. Apparently, when epidemics would sweep through villages, they'd blame the most recently dead before the whole everyone got sick and started dying thing. They'd dig up the body, and if it showed signs of hair growth, fingernail growth, or didn't appear to be decaying at all, they'd decide that was the vampire and "kill" it again. Right around then, the epidemic would have run its course so this was taken as proof that they'd dealt with the problem. Apparent hair and nail growth stems from part of the natural decay process. They aren't actually growing, so much as the skin is pulling away. The lack of decay sometimes would be from burial in peat bogs (this would depend on the area).
