Hey!

For me, bag organization is absolutely key - so I totally understand where you are coming from!

One easy-ish solution is to get a highly compartmented gear pack/organizer thing, and toss that in there. Keeps everything in its place and not rattling around, but still pretty easy to access. I have this Vanquest one and I've found it to be great, definitely adequate for use as an in-bag organizer. Someone who is super high speed will probably tell me there's a way more cool guy version. But the Vanquest is extremely sturdy, very well built, compartmented as all heck, decent price point, and I have zero complaints. Been with me internationally and pretty much goes with me everywhere when I take a bag. Amazon has a ton of their stuff, so you can size up or down depending on your needs. With all of the things you're listing, you may want to size up, but you know much more than I do what you need exactly.

A good way to make that even better is to then take a sheet of self-adhesive hook and loop, cut it to size, and fix that on the inside of the bag. There are ways to make it ultra secure with some patience and a needle and thread but up to you whether you think the things you're securing will need it. I always over-build, if you will, so that I don't have to worry about it, but ymmv.

You can put the loop on the inside of the bag, then put the hook on the back of the organizer, and then you can secure it exactly where you want it to stay. The hook and loop is super great for organizing because you can find a ton of pockets and organizers that use it, and it's easier to install yourself than molle or some other sort of attachment system.

Thinking about it more, you could do the loop on both inside surfaces, have your gear secured in the open or closed organizer on one side, and use a velcro strap or some hook to fix the cold pack on the other. That way, when you open it up to get something, the pack is always in the right spot, and it gets gently pulled out of the way for you to access the pack as you open the bag further. But just kinda brainstorming - you know way more about how you have to set up the pack in terms of space, fragility, need for cooling, etc. so...
