So, I never made it to the garment stage but basically lived in pants and baggy clothes for the first 20 years of my life because I was so self conscious about my legs and body (yay conservative body-shaming upbringing).

For dresses, I know women who swear by little shorts under their skirts. In the summer I use a variation of these spanx-ish things under dresses and skirts. I buy a size up so it doesn't slim as much as just keep the thighs from rubbing. Also, if you're hard up you can just rub deodorant on your thighs , it's an ok short-term solution. =) BTW, they also make these things now almost like old-fashioned bloomers that do the same thing but are looser. I'll see if I can find a link.

I don't have a lot of recs for bras except what others have posted. VS bras are usually pretty comfy. Calvin Klein is pretty good too. I've heard great things about the comfort of maternity/nursing bras even for women who aren't nursing, since they're basically made to be functional and comfortable. And I'll plug abrathatfits since having a well-fitting bra can help a lot in the comfort department--I've certainly noticed a difference.
