In my teens I never knew anyone that wore hearing protection while hunting, so I've taken quite a few unmuffled shotgun and rifle rounds right to the ears. When I was 21 and dad was buying his first set of hearing aids he bought us all Howard Leight electronic ear pro and now I can't image duckhunting or deer hunting without them. The only time they get uncomfortable is with grouse hunting, but I wear them anyway. I also don't go to concerts without a set of earplugs like these.
More of the story, most likely the tinnitus isn't going to be permanent, though you did do permanent hearing damage.

These are the greatest things ever! I own 4 pairs and keep them everywhere (two in my stick bag, one in my backpack, one randomly in my snare case). They do a great job of reducing volume as well as some of the high frequency notes, but let you hear the low frequency notes with no problem.
If your partner is looking for ear plugs, not in-ear headphones, these are what he wants!
Foam earplugs are great for high volume situations:

Or, if you're worried about how much of the highs those cut (I don't mind, honestly)
