Well.. No, to fully "appreciate" a 1070, you would need to get a pretty spicy monitor. 1440p and 144hz for example, and that itself cost itself a pretty 300$+

To stay within your budget, check this out. It is a more comfortable 23". Still a bit small but it is an IPS panel which is infinitely better than an LED panel. Sharper images and look nicer. only $10 more. This is a sale so if you want it, you got like 10h.

Spend a bit more, and you can get 1080p gaming at 144hz (handle up to 144 fps. Fantastic imo.) Right now the only sale I can find is this. its 24" and 144hz, but it is refurb for $145. I recommend this over the 23" but its up to u. 144fps vs 60fps gaming is worlds apart.

Now, back to components. If you are only looking at

1080p gaming 60hz, 1050ti is enough. Cost about ~$150.

1080p 144hz, you want a 1060. Cost about ~$250 if there are sales but are closer to 300.

gtx 1070 would be nice if you are planning to upgrade monitor in the future to 1440p, but don't get it as you wont be able to appreciate it.

That being said, I think the best option for you is to get the acer refurb monitor that is 1080p and 144hz. And pair it with a 1060 in your machine. You can get away with a slightly weaker cpu to save some money like the r5 1500x. 1500x could be bought for ~$170 or less depending on sales.

16gb of ram at a nice clock speed would be ~130. Get your psu here. 600w for $20 but is b-stock. This would actually be well more than you would need for your components, but it is fairly cheap.

Off the top of my head, mobo would be ~$80. You should go for a b350 model and not ab350 as b350 would let you overclock.

The rest of the pieces you can find pretty easily and cant go wrong. I recommend not getting a hybrid hard drive as the "ssd" part of it is extremely small and would only accomodate a very small program.

It's tough to find a TV that small with more than one input. Hell, with big panels being as cheap as they are, it's hard to find a TV at all in that size that isn't total garbage.

Does it need a tuner? Because if not, you'll get a much better panel in a monitor at that size/resolution. This, for example. You'll need to connect your PC via displayport (or VGA), but that shouldn't be a problem.

Here's a good cheap monitor:

$140.99, IPS, 23 inches, & has integrated speakers.

They are such a popular monitor that you can find them open box for less than $100 at target, wal mart, best buy, etc. I paid $185 for the pair of mine at my local best buy. Also check out ebay for used ones. If you don't mind dropping to the 21.5 inch model, I see those all the time at my local Target as a $49.99 clearance item.

Do you want to mount the monitors? If not, these are a good budget option. My company uses these and they look just as good as mine (maybe even better) and don't have the thick bezels. HP Pavilion monitors are also a good and quite popular option if you don't mind the lack of vesa mounts. Lenovo's new monitors unfortunately removed the mount also, but the older models have it. Viewsonic is probably my favorite monitor brand, I have had 3 different models from them over the last 10 years or so. Like most new ones, they also lose the vesa mounts for the sake of thinness.

And if you want to go with only one monitor, you could find a used or maybe new 29 inch ultrawide monitor in the $200-$275 range if you search hard enough. Dell and LG have great relatively affordable options.

>It was pretty much the only okay GPU I could find with 3 HDMI ports and a DisplayPort...

Specific output ports are determined by the manufacturer, so you would have to look at different variants of GPUs to find one. However, you are still unlikely to find a GPU with 3 HDMI ports since the industry has moved to displayPort, which is a superior standard. That said, adapters are quite cheap, and you can even find 1x DP to 3x HDMI.

For monitors, [this one] (https://www.newegg.com/Product/Product.aspx?Item=N82E16824236781&ignorebbr=1&nm_mc=KNC-GoogleAdwords-PC&cm_mmc=KNC-GoogleAdwords-PC-_-pla-_-Monitors+-+LCD+Flat+Panel-_-N82E16824236781&gclid=CjwKEAjw8ZzHBRCUwrrV59XinXUSJADSTE5kvWD2HKOxuy7U9eZmWUFGtJkoPE-N5ClPAxWqtX22mBoCIVPw_wcB&gclsrc=aw.ds) has a thin bezel with good color accuracy for a much cheaper price. [There's also this one] (https://www.amazon.com/ViewSonic-VX2376-SMHD-23-Inch-SuperClear-Frameless/dp/B01GE9QWJI/ref=as_li_ss_tl?&linkCode=sl1&tag=azonsite01-20&linkId=7ba241ac64289ff9fdb69246ed80c164) which is more expensive, but also good.

>I also considered waiting for Ryzen 5 next week for a cheaper 4 core?

That's an idea. Leaked benchmarks aren't great, however there's no guarantee that these benchmarks are true.

>I picked 16GB ram as a move to try and 'future-proof' the build a little bit... Is that a waste?

Yup. RAM is the only part that you can add later on. Don't buy it now, buy it when it's necessary (especially since RAM is extremely expensive right now).

Sorry, been busy moving, getting new furniture etc. not had a lot of time to focus back on this, but all is good now!

I do have around $150 more to put in, I was thinking of getting the 6GB for the video card, do you think that is the best upgrade to get? I've also read that the RX 480 is similar to GTX 1060 in terms of performance and then I can get a monitor with freesync, would that be worth?

Lastly, I was thinking of going with https://www.amazon.ca/ViewSonic-VX2376-SMHD-Frameless-Monitor-DisplayPort/dp/B01GE9QWJI as it has a hdmi port.
