Check out rpgmaker.net and download some of the top games to see what it can really do. Real time is possible but you are working against the current. People have done it just to do it but the results are not great its just not designed for that. Its made for sprite sheet based JRPG style games.
The biggest problem is the size of the game window and tiles are locked without serious hacking. On a modern PC these days the game window is tiny. You can run it in full screen but it just stretches all the tiles horribly instead of increasing the number of tiles shown. Download some games and see what I mean before buying it.
Despite being targeted at teens this book is a great intro to creating this style of game engine from scratch.
