Since you're using a dongle, I'm assuming you're on Windows.
As for the question - it depends on what kind of dongle, because the codec used is more important than the Bluetooth version.
According to this document, the XB950N1 supports 3 codecs: SBC, AAC and aptX.
SBC is the worst codec in terms of both, quality and latency, while aptX is generally considered the best codec among the 3.
aptX is also the only codec (on Windows and Android) which will allow you to view multimedia without significant lipsync issues.
Unfortunately, the default Windows Bluetooth drivers are crap, and most generic BT dongles do not support aptX or AAC, which means that they default to SBC which leads to crap audio.
I am currently using an aptX setup on Windows, with a dongle that is similar to this one. Any adapter/listing with the name "CSR 4.0" will work, they are all same.
Default Windows drivers won't work with aptX, so you WILL need to install the drivers from the CD that comes with the adapter.

FYI - if you use your headphones' mic (if there is one) - the dongle will fall back to SBC because aptX cannot be used with the mic. So I keep my mic disabled (via Device Manager) and only listen to music.
