If it is an Auto, it would void the warranty. If it is a manual you can tow up to 1650 pounds with 200 tongue weight.

However, amazon says that won't fit my 2013 volt... not sure what to tell you there. He also mentioned he was going to swap it for a higher hitch.
It really depends on the tow hitch you order and how much bigger your exhaust is then stock. You might have to shave a small part of the hitch or adjust your exhaust hangers to make it work, but it also might just clear it as is. I just ordered this one for my mk6 after reading some reviews. I have a stock exhaust but im lowered a few inches on coilovers so it might cause issues for me too. Only one way to find out.
