In Conclusion: Since you only have xbox 360 wired instruments, I think your best option (regarding getting "up to date") is to get and play RB3 on your xbox 360. People here in this subreddit have said that RB3 is the best out of all the RB's. It also has a keyboard instrument which is not available in any other game. Unfortunately, I got rid of my X360 and so my only option was to get RB4, but you can still use your console and play a good game! Also, most of the DLC out right now also works on RB3 (Someone correct me if I'm mistaken!) ***Look at EDIT***
Also, if you have the xbox 360, you only have to switch disks and you'll have access to way more music games and songs exclusive to the games (RB1, 2, and 3, Guitar hero 1, 2, 3, 4, 5, 6 etc., World Tour, RB Beatles, you get the idea.)

With respect to Xbox 360 instruments working on the Xbox One, you are thinking of the Mad Catz Legacy Game Adapter. You can get one here.

Rock Band 4 (physical game disc) for the Xbox One previously came with said adapter but the original Rock Band 4 Band in the Box bundle for the Xbox One did not.
Nowadays, it is wise, as you said to buy Rock Band Rivals. That is an expansion to Rock Band 4 which contains a Rivals competitive mode and Rockudrama, a VH1-like storytelling career mode (separate from the existing Tour Mode already in Rock Band 4). You can purchase a digital copy of Rock Band 4 along with the Rivals expansion on the Xbox store (IIRC $60), or you can purchase different Rock Band Rivals bundles, including one with just a guitar and the game (along with the expansion) or one with a microphone, drum set, and the game (along with the expansion).
There is one more caveat though, and that's with the Legacy Adapter. The Legacy adapter only supports wireless instruments, and for the Xbox One, there currently isn't a way to use wired Xbox 360 instruments for the Xbox One. This includes Guitar Hero controllers like the Gibson Xplorer (Guitar Hero 2), and the Rock Band 1 instruments. However, the ION Drum Rocker and the Mad Catz MIDI Pro Adapter is now compatible with the Xbox One using the following adapter. This is important for really high-level drummers.

Therefore, if you wish to go the Xbox 360 route, you would have to buy the Legacy Adapter (first link), the Rock Band Rivals game (likely digitally), and then you can buy your 360 instruments. Otherwise, a full band bundle would also work. You can also combine legacy instruments and Xbox One instruments as well, although from experience the latency between them is different so you may run into issues here.

Any Xbox compatible 3.5mm Jack headset can be used with the official Xbox One Stereo Headset Adapter. This plugs into the rectangular port on the bottom of the controller, and gives you mute, chat / game balance, and volume up / down buttons. It's very simple to use, and gives you full control over the volume balance for game and chat.
You can also get aftermarket pads from PDP, which have a 3.5mm socket for any Xbox compatible headset with a 3.5mm Jack, and they have a special dedicated button by the right thumb stick, which when double tapped, mutes the mic, and when held down, turns the D-Pad into a volume up / down and chat / game balance control.
This is what I use, and it is so easy to adjust game and chat volume on the fly, I'm actually surprised MS don't do something similar - it's such an intuitive way of doing it. One thing though, is that I don't know whether PDP do a wireless pad with this feature, (I'd have to google it) as the ones I've seen on Amazon are wired (as is mine). They are only about £35 / $40 or less though, and the cable means the controller is light, and never runs out of battery! :D
Edit - Had a look and can't find a wireless version, but this is the one I have, and I am very pleased with it, cable is nice and long, and fits securely. It feels a bit different to a regular controller, some things better, some things worse. The home button is much easier to use, but the triggers are flatter. Talking about rock band 4 or older games? And for which console? $500 for a band in a box is a shit load of money for something that was available for 100€ just a few months ago on amazon.de. That was the rock band 4 band kit for xbox one, the playstation ones have been hard to find for a while now.
Anyway, they aren't making anymore of those instruments and no official announcement has been made on the matter. Basically you probably won't find new instruments or band kits anywhere for a price that isn't ridiculous. Even the simple dongle that makes you able to play RB4 with real drums that was $10 on US amazon just 6 months ago goes for 200€ on ebay and I've seen people actually buy them. It doesn't look good for rock band if it goes on like this.
My tip would be, IF you are on the xbox one, to go for the legacy adapter(postage was $10 to finland so pretty affordable) and try to score any used wireless guitar hero or rock band guitar from local marketplaces or second hand stores if they are a thing in your country. I suggest guitar hero guitars and any wireless rock band drum kit, a guitar hero drumkit will work too but I guess its not ideal for the 4 lane notes. This way with a bit of good luck you could get everything you need for under $100 + the older drums are actually better, new ones have a lot issues with double hits.
If you're on ps4, the same thing but you'll have to do a bit of research since I don't know that much about them, but I do know ps3 guitars and drums will work with ps4 too. All i know that ps3 guitars have a terrible input lag, atleast the 2 guitar hero les pauls I own.
Oh, and basically any older rock band or guitar hero usb mic will work on both consoles as well for vocals
Wow! I though I was the only one that had this issue. My burn and made a pop sound, lucky me my Xbox one survived and the power brick took the shock. Went to game stop and ask for one. They only had refurbished ones and wanted 50$. Might as well get a original one at that price. Went to amazon and couldn’t find a first party one. Then I did I’ll see if I can post a link. This is a original one from Microsoft xbox one original power supply brick just be careful, some reviewers say they got a original one and some say they didn’t. I was lucky and got a original.

and for those interested, pay attention to the amazon warehouse deals for this. this is their most popular e-kit, so a lot of them show up as used, with various issues, but mostly cosmetic ones.
the kit I ordered was $240 and listed as 'good' condition. they claimed the kit would have multiple minor blemishes, but outside of the box having a few dents, the kit appeared to be in pristine condition. (but ymmv)
it may seem like a good jump from the roughly $140 you'd pay for the stock kit with cymbals, but you end up getting a fully customizable kit you can setup in whatever way you want, and you have something that is actually build to be beat on.
also remember you'll need to buy the madcatz midi pro adapter (~$25) to get this working, and xbox users need to get the upcoming pdp adapter to get it to work with rb4. ($30) since I saved $60 on the set like I mentioned above, this sort of made the adapters free.

I haven't been on Windows 7 in a while, but they never originally supported the Xbox One controller without the Wireless Adapter......do you have the Wireless Adapter?-- Because if you have that you will get the best support on Windows 7. I think eventually Windows 7 did end up getting a update to support the Xbox One controller that would download if you have auto-updates enabled....you can try this or just get the Wireless Adapter which is easy to setup:

With a low budget your best bet is to grab a Kinect v2 (The Xbox One version, not the older 360 Kinect) and a license of Brekel ProBody 2.
It will probably run a bit above 100 USD, more like 200 USD, but it is by far your best bet on a tight budget for Mocap assuming you don't already own some fullscale VR, in which case you could use other software with your VR for mocap (I think Brekel has some OpenVR software as well if you have a Vive or similar that could work with it).
For the Kinect route there are some gotchas to note:
That setup will let you record BVH motion which is a common mocap format which can be used in any major 3D package, Motion Builder, and maybe directly in Unity (haven't checked the asset store but I imagine someone has built something to directly read bvh in Unity).
Do you have the Xbox One already? If you buy it brand new, the controller will have the 3.5mm socket already, but for some reason it doesn't like the QC35's and you have to plug it in really, really slowly (it's best to have some audio playing like a title screen of a game so you can hear the music pop in) but if you want to save that trouble here is the Stereo Adaptor and here is the QC25 Android Cable i purchased, i can assure you that it works. and yes the microphone works too.
I'm assuming you're on a base? What does the wall outlet look like? Does it look like a standard US outlet?
You definitely blew the fuse in the power supply if its the 110AC only supply and you plugged it in to 240AC. The good new is your console should still be ok if the fuse did its job properly.

I would suggest the hyper X cloud 2. I have had headsets that are cheaper and headsets that are several hundred dollars more (Astro) and I can assure you the sound quality is on par with more expensive headphones, the comfort is the best in gaming headset, the mic is also really good both in sound and in convenience as it's removable and easy to reposition. also the convenience of having the USB sound card in case you ever want to use it on PC is a nice bonus. Even the packaging is top notch lol.
You will want the headset adaptor for the controller though as it is easier to adjust volume settings (although this can be done in the guide)

You can only be signed into one account per wireless legacy adapter and the wired legacy adapter only supports one controller anyway.
That is important if you have a sibling, significant other, or anyone else who wants to be on a different account at the same time with different Xbox 360 instruments. Only one of you can earn achievements, contribute xp, etc.
Yes that will also work, but you will additionally need the PDP Wired Legacy Adapter to connect the MIDI adapter to the XB1. There is a list of supported drums on the Amazon page for the MIDI adapter, and the same list is in the manual. But that list is old, and almost everything on it has been replaced with a newer version. Pretty much any drum kit with a standard 5-pin MIDI out should be fine.

If you don't have any instruments already then band-in-box rivals edition would probably be best. Some people tend to prefer legacy GH guitar controllers and RB drum controllers. Just my opinion :)
They removed the proprietary port in favor of more USB ports. Going forward, devices like Kinect apparently won't use simple, keyed ports anymore and will just use standards (even if that means separating power or using two USB ports for instance).
The Kinect will officially have a converter for USB 3.x that also allows people to use it on PC. Pretty nifty, and though less wieldy it's my preferred option as I've bought a Kinect for PC already for development.

The MIDI adapter came all sticky like it was covered in glue (despite being packaged as new), which seems common in the reviews which is a bit annoying, but since it came from the US( I'm in the UK) I couldn't be bothered returning it; works perfectly!
So in terms of sound, you can attach headphones straight into the aux jack on the controller if you have a newer one, or buy a headphone stereo audio adapter if you have an older controller and the headphones/headset plugs into that and gives you both game sound and voice chat.
Monitor wise, get anything with under 5ms response time and you only need 60hz refresh rate as Xbox can only display a maximum of 60 frames per second (fps) so don't listen to anything trying to suggest you need a 144hz monitor as this is just a waste of money for a console, brands like BenQ, Asus, Samsung all make very nice monitors, I'll link a few below, note they will be UK links to Amazon as that's where I'm from.
Note the bottom one, the Samsung, does have speakers, so for this one you can just plug the HDMI in and use the speakers from the monitor, or turn the volume down to nothing and use headphones if you would prefer.

To elaborate a bit, I played a bunch of matches today and really tried to find where the differences are. When the control stick is fully extended it's no different in feeling. I tried to find a difference here - I made lots of circles fast and slow with the reticle but it was all the same pattern. However, when you want to make small adjustments, it's completely different both due to the stiffer stick and deadzones. When trying to make small adjustments, it's easy to push just too hard in a direction and send the reticle flying at full speed, which explains the problems people are having. On the original 360 controller, it's almost like there's a middle zone on the stick where you can make finer adjustments without moving the reticle at full speed. On the Xbox One controller, that zone is basically nonexistent. If we had some very granular sensitivity options it could probably be mitigated on the Xbox One controller (not sure about the Elite - I have heard it's different on it too, and that it has stiffer sticks).

Also, I know a lot of people complained about how diagonal reticle movement is faster, but that has always been the case in H3. I think people are just too used to the smoothed aiming in Reach onwards and forgot it was like that.
If you want to go super (ghetto) cheap for instruments, start searching thrift stores. Any wireless Rock Band or Guitar Hero guitar/drums will work with this adapter, and all USB microphones work. Guitars and mics are fairly common, but drums sets not so much. Compared to the Rivals band-in-a-box you're not saving a ton of money and risking janky used instruments, but it's not a bad option for a second guitar and extra mics you'll need to complete your band.
For music, look for (new) track packs for the Xbox 360. They come with codes to export the songs, and they carry over to the Xbox One. Some are available on Amazon for about $10 for ~20 songs. Used copies are a gamble since the code is likely redeemed, but if you can return them without issue (Gamestop), it may be worth a shot. If you have an Xbox 360, buy Rock Band Blitz (25 songs included for $15) and a (new or used) copy of RB3 (~$20 for the disc, $15 more to export 83 songs).
If your Xbox controller has an headphone jack input at the bottom of it, just plug the headset in and make sure it is turned on. That extra contact is for the microphone, smartphones can utilize this as standard, letting you make hands-free calls, but will need an adapter cable to work on separate headphone and mic jacks on a PC (like this)

As for whether you'd be better off with separate headphone and mic, absolutely, of course you would be, I can't imagine polaroid branded headphones sounding any good at all, yes they are indeed usable for all your intended applications with the adapters I linked but sound quality will be poor, especially mic quality from the tiny thing built into the cable. If that bothers you in any way, then head over to the sticky thread for advice on what to get instead, otherwise those adapters should work fine, even if they come in at just as much, if not more than the headphones cost themselves.

Microsoft made a USB adapter for that reason. So you can still use it just gotta get your hands on the adapter. They were giving them out free to people who had a kinect but i'm not sure it they are still free.

Any ekit with a midi-out port on the brain will work with the Midi Pro Adapter. The hitch is that many of the more inexpensive ekits have "midi-via-usb" ports that require a program running on a computer to convert the ekit's output to an input the Midi Pro Adapter can accept. If your midi-out port looks like this, you're good.
Once you have an ekit plugged into the MPA, it's as simple as setting the corresponding midi notes for a Rock Band config.
Also, if you're on Xbox One, you need the ridiculously expensive out-of-print legacy wired controller adapter to play with RB4. PS4 doesn't have this issue and can use the PS3 MPA just fine.
The X One adapter is 100% wireless

Yeah it was a pain in the ass to get it to work. The y splitter was one whole issue, but then it wasn't working with the microsoft headphone adapter or the built in headphone jack.
I ended up getting it to work with the Tritton stereo headset adapter (you can probably find it for cheaper somewhere), because I had an old pair of headphones and was just randomly switching the pieces looking for something to work.

If you want to get into RB4, get an Xbox One. You're in luck since you've already exported everything into RB3. It's $15 to import 3 into 4. If you missed out on exporting Green Day RB, all of those songs are still available as DLC.
As for instruments, check thrift stores, Facebook marketplace, Craigslist, etc. If you can find the wireless 360 instruments, you can get an adapter for them to use them on the Xbox one, but It's a bit pricier than it used to be. Xbox One controllers are a bit harder to come by, but if you're lucky you can find them cheap.

Hey, man... I am in exactly the same boat as you. Played RB on 360 (but still have all of my instruments, including the ION drums) and bought a PS4 when it launched. AMA!
I got back into RB a couple months ago and had to make the same decision as you, buy an xbone or start from scratch on PS4. I chose the latter.
However, I don't know if I would do it that way again or not.
What's the cost of a xbone at this point? $150 used and $250 new? How many songs is that if you just re-purchase on PS4? 75-150? Are there songs you really want to play, but never can again if you chose PS4? Do you play pro drums? To use the ION kit, you need the limited-run (and very expensive, $120+) wired adapter - and MIDI-Pro adapter. For wireless instruments, you need the wireless adapter from Amazon (for $15, if you're even considering an xbone at some point in the future, pick one up!). All of that cost can be offset and go towards re-buying songs if you stick to PS4.
So, you have to buy instruments either way... old PS2/PS3 guitars and drums 'work', but you need a dongle (receiver) to plug into the console. It's not like 360, where they work by themselves. There are a TON of guitars out there on ebay, FB Marketplace, craigslist, thrift shops, etc, but many/most do not have the dongle... and dongles are not universal. Just because you have one, doesn't mean that you can just buy any guitar/drums and they will work.
I will say this... I had to search to find a RB4 (non-Rivals) disc for PS4. PSN was running a "spend $100, get $15" promo, and so I bought $100 in cards and started to rebuild my catalog. It was painful. I had almost instant buyer's remorse knowing how much I was going to have to spend to get back some of the songs that I already own on 360.
Regardless, at this point, you're looking at an investment into the hundreds of dollars, either way, so be prepared for that. ;) That being said, I so glad to be back into it!
Previously purchased Rock Band songs are available to download in Rock Band 4, assuming you're using the same gamertag you used to purchase them. You can use almost any wireless guitar/drum controllers from the 360 era on Rock Band 4 with the Rock Band Legacy Controller Adapter. For more information, check /r/rockband.
And don't expect anything from Activision for Guitar Hero. It just won't happen.
I’ve been using this thing since I have a terrible time with symmetrical sticks. Works wirelessly and since you’re just using one of your Xbox controllers there’s nothing new to get used to. Only downsides are the price (almost as much as a new controller :/ ) and the battery life, but you can charge it while you’re using it and I usually just plug it into a portable power bank. Also installing the damn thing took some tinkering so I’d recommend using a spare xbox controller so you don’t need to unplug and plug in the adapter multiple times. Not sure if the micro usb on the adapter would hold up.
If you’re worried about not having a touch pad there’s a hacky way to mimic it (hold down the View button while using the stick) but honestly it’s never been an issue for me in any of the ps4 games I’ve played. The View button acts like a click of the touchpad and there’s a button on the adapter thing for the Share button.

I used that one for my parents' XB1 in Vietnam and it worked like a charm with XB1 bought from US, while US XB1 tuner received no signal at all.
To get that to work, you need this and this so it only works on the Xbox One version. You can also use a second bass pedal with the stock kit if you want, though none of the current supported songs have fully charted double bass.

These are the two items I have. I have a midi in and out cable connected to the pro adapter. No luck on turning it on though.
It has to pass through the midi interface before it can pass through usb. For that you need the xbox one legacy adapter and xbox 360 midi adapter. (Xbox one legacy adapters were made and sold in short supply and they probably won't come back. If you don't already have one then you should try playing your kit on rock band 3. You can get custom drum songs there too.)
Then you have to set your kit's pads and cymbals to the correct midi notes (using the drum brain), which is how Rock Band knows what gem you're trying to hit. Those numbers are in the manual for the midi adapter

If you're from the US, it seems like the cheapest option right now is to buy the Rock Band 4 Rivals Jaguar Bundle (Found here) and then buy the PDP Wired Legacy Adapter to use your electronic kit (Found here , but it seems to be out of stock currently).
Even if you don't play guitar, the bundle seems to be the cheapest way to buy the game for Xbox One currently, as there doesn't seem to be a standalone disc version of RB4 for Xbox One (closest there is comes with the Wireless Legacy Game Controller)
I realize this makes the cost a double whammy, but I've been using this for a couple of months to use my Xbox Elite controller on my PS4.
Using the macros for swiping on the touchpad is the only PITA issue I've had. Most games don't bother with it, so that's a plus.

PDP's not making a new wireless adapter, but the Mad Catz one is still available and will continued to be supported by the game.
