That's exactly what I did primarily to record audio from HTs I use for satellite work; this recorder is $30 on Amazon and has line-in plus a built-in mic. The unit's interface isn't the greatest, but it's usable once you figure out what the manual really means.
Not that for HT use (or any rig where line-out disconnects built-in audio) I use a 3.5mm audio splitter cable so I can plug headphones in at the same time as the recorder.
$32 Solution:
I grabbed a cheap voice recorder w/line-in. The famous Toobom R39 that all the kids are raving about /s. Set input to line-in with wav, max bitrate, no compression, etc it works fine. It's pretty tiny too, like a large lighter.Maybe someone can find one even cheaper, but I thought I'd share that it worked.
